Residents of Nagaland do not need an ILP. Government officials and defence personnel travelling on duty are exempt but usually carry their duty order.

ILP Nagaland Fees (Official 2026 Rates)

Domestic tourists (Indian citizens): ₹200 for a 30-day ILP. Foreign tourists: ₹500 for a 30-day ILP. Students: free, valid for the course duration or 5 years. Trader, labourer, teacher, priest and other work categories have separate fees ranging from ₹300 to ₹5,000 with longer validity.

Fees are paid online at the end of the application on ilp.nagaland.gov.in. A small payment-gateway surcharge is added. Note: last year the Hornbill Festival gate entry was ₹50 for locals — that is a separate ticket at Kisama, not the ILP. The 2026 festival gate ticket is a uniform ₹150 per person per day for everyone.

Documents Checklist for Tourists

For Indian (domestic) tourists — no guarantor needed: (1) one recent passport-size photograph, (2) any one government photo ID: Aadhaar Card, PAN Card, Voter ID, Bank Passbook or Ration Card. Applicants from Karbi Anglong, Dima Hasao, Karimganj or Hailakandi districts must additionally upload their NRC in English.

For foreign tourists — no guarantor needed: (1) a recent photograph, (2) passport (both sides scanned), (3) either a valid Indian tourist visa or a Protected Area Permit (PAP).

All uploads must be in JPG or PNG format, with each file under 300 KB. Blurred or oversized files are the most common reason applications get rejected — check clarity before you submit.

How to Apply for ILP Nagaland Online — Step by Step

Step 1 — Open the official portal ilp.nagaland.gov.in and click 'Apply Now'. Do not use any third-party site; the government portal is the only authorised issuer.

Step 2 — Choose your category. Tourists select 'Domestic' or 'Foreigner'. Fill in your personal details exactly as they appear on your ID.

Step 3 — Enter your Nagaland entry date, exit date and the districts you plan to visit (typically Kohima, Dimapur, Kisama/Kohima for the Hornbill Festival; add Mokokchung, Wokha, Phek or Mon if you plan side-trips).

Step 4 — Upload your photograph and ID document. Keep each file under 300 KB.

Step 5 — Review, submit, and pay the fee (₹200 domestic / ₹500 foreigner) using UPI, card or netbanking.

Step 6 — You will receive an Application ID and, once approved, an ILP Card PDF you can download from the portal. Carry a printed copy plus a soft copy on your phone.

Processing Time & When to Apply

Online ILP applications are typically approved within 24–48 hours. Peak Hornbill Festival week (late November to early December) puts heavy load on the portal — approvals can stretch to 3–5 days and applications with unclear uploads are more likely to be rejected.

Our recommendation: apply 2–3 weeks before travel. Do not apply more than 30 days out — the 30-day validity starts from the date you enter on the form, and a permit that expires mid-trip means a second application.

PAP for Foreign Tourists — What Changed

The Protected Area Permit (PAP) requirement for most foreign tourists visiting Nagaland was relaxed several years ago; today most foreign nationals can enter Nagaland on an Indian tourist visa plus the online ILP. Citizens of Afghanistan, China and Pakistan, and foreign nationals of Pakistani origin, still require a PAP issued through the Ministry of Home Affairs before applying for the ILP.

The PAP is issued for a minimum group of two, valid up to 10 days, and takes 7–10 working days at the FRRO or Nagaland Tourism office. If you are from one of the countries above, start the PAP process at least 4 weeks before travel and only then apply for the ILP.

Offline: Apply at Nagaland House
